The Daily Mail has revealed chilling details from inside Mecklenburg County jail about the man accused of killing 23-year-old Ukrainian refugee Iryna Zarutska.
According to reports, Decarlos Brown attacked Zarutska on a Charlotte light rail train, approaching from behind as she sat scrolling her phone before suddenly stabbing her. Surveillance footage shows her collapsing as passengers fled, while Brown walked away holding the weapon.
