It’s Called a “Locker Loop”
The small piece of fabric is commonly known as a locker loop or hang loop. It became particularly associated with casual shirts, especially button-down shirts and oxford-style shirts.
The idea was simple: instead of needing a hanger, a person could hang the shirt from a hook without stretching the collar or damaging the fabric.
